Selkirk Thermal Generating Station
Re-licencing and Fuel Conversion Assessment

North/South Consultants Inc. was responsible for the assessment of decommissioning of coal-fired operations at the Selkirk Thermal Generating Station on water and sediment quality and aquatic biota in the Red River receiving environment. The assessment involved examination of existing effluent discharge effects compared with proposed changes to future effluent volume and chemistry. The need for changes to effluent monitoring requirements in the licence was also assessed.

Effects of Cooling Water Discharges - Studies were conducted to provide information to Manitoba Hydro on the effects of once-through cooling water withdrawal and discharge of heated effluent on the fish, fish habitat, and benthic invertebrates in Cooks Creek and the consequential impact on the Red River fish community. The appropriateness of existing licence restrictions regarding effects of thermal effluent discharges on temperature change was also reviewed.

Sediment Contamination - A study was conducted to examine sediment chemistry of bottom samples taken from the ash lagoon receiving environment. Analysis of compliance with sediment quality guidelines from both federal and several provincial sediment quality guidelines was performed. The evaluation of results included an assessment of the potential risk to biota in the receiving environment.
